**UPDATE** The picture in question was supposedly taken when Dallas was still technically a minor, so the orginal photo has now been altered to hide the goods. Some sites have removed the image completely due to threats of legal action.

Does that mean 'under 18 years ago'? Or younger?
I think in the USA, it is 17 or younger.. but I'm not sure!
